I apologize for my slow response--I was away from the office with limited access to email.
I think devoting 50% of the assignments and class time to the policy change campaign is doable. Some of the things listed in the chart are things we would likely do anyway (issue development, discussions of power, research, etc.) That seems like it would still allow for some of the other topics we might need/want to discuss (connection between civic engagement and our college's Franciscan mission, case studies, etc.).
One of the things we found when teaching our civic engagement course in the spring is that students had a tendency to want to focus on direct service to address the social issue they were working on. There's nothing wrong with that, but that tends to address an immediate need as opposed to finding a longer-term solution or examining some of the systemic issues that create the social concern. And I think direct service could still be done, but the focus would shift to the policy change campaign.
So, yes, I think it would be possible to devote half the semester to the policy change campaign.
